    Douglas A. McMillan is a seasoned healthcare executive known for leading hospital systems and driving organizational transformation in the healthcare sector. He has over 40 years of leadership experience in healthcare administration, focusing on physician recruitment, financial stability, operational excellence, and patient-centered care. Doug has recruited over 100 medical providers applying his decades of experience to support healthcare organizations nationally.

    McMillan has served as CEO at four Critical Access Hospitals. He started his first CEO position in Colorado at age 23. He served as Chief Executive Officer of Cody Regional Health, a rural health system with more than 145 beds and annual revenues exceeding $100 million for over 28 years. Under his leadership, the organization saw substantial revenue growth, expanded service offerings, and major capital projects. His tenure included 500% revenue growth, expansion of facilities, and creation of advanced specialty services (e.g., Regional Cancer Center, Cath Lab, Dialysis Center, Ambulatory Surgery Center, Free Standing Imaging Center, Free Standing Hospice Facility, Regional Air Ambulance Service).

    Doug is known as a transformational and people-first leader, McMillan emphasizes lean process improvements, governance relations, physician recruitment, and workforce engagement. His success in provider recruitment over his 40+ years as CEO was driven by his direct involvement in every provider recruited recognizing the importance of his personal involvement with providers and executives recruited.

    McMillan is recognized as a thought leader in rural healthcare and has received awards including Quorum Health Resources CEO of the Year and recognition on Becker’s List of CEOs to Know.

    He received the first American Hospital Association Rural Healthcare Leadership Team Award for his leadership team's contributions to rural healthcare. Doug served on the Region 8 AHA Policy Board for several years and was on multiple healthcare boards and committees, helping shape policy, compliance, and strategic growth initiatives.

    McMillan holds a bachelor’s degree in Hospital Administration from Concordia College and a Master’s in Healthcare Administration from the University of Colorado.

John has recruited over 200 medical providers applying his decades of experience to support healthcare organizations nationally.

    He has served as a CEO in multiple states including Minnesota, Montana, and Washington State. His background includes a variety of hospital structures including Rural Independent, PPS, Hospital District and For-Profit Facilities and understands the dynamics of each of the settings.

    Solheim was named in Becker’s Hospital Review as one of the “50 Rural Hospital CEOs to Know” highlighting his leadership in community hospital settings. He is a Fellow of the American College of Healthcare Executives (FACHE) — a professional honor recognizing leadership and commitment to excellence in healthcare administration. He received the ACHE Distinguished Service Award in 2009, acknowledging his significant contributions to the profession and service in healthcare administration.

    He was named to the Minnesota Physician’s Honor Roll of “100 Influential Healthcare Leaders” in 2016, reflecting his regional impact in healthcare. Beyond awards, Solheim has held respected leadership positions that reflect industry recognition, such as membership on the Minnesota Hospital Association Board (including the rural health committee), Chair of the Montana Hospital Association, and Chair of the VHA Mountain States Board.

    Solheim has a Bachelor’s degree in Organizational Communications & Business/Hospital Administration from Concordia College and a Master of Health Administration from the University of Minnesota.

    David Lechner, MD is a board-certified family physician and seasoned healthcare leader with decades of experience in clinical practice and medical administration. Throughout his career, he has held leadership roles including the President of Community Physician Groups, Clinic Medical Director and Chief Medical Officer where he guided physician teams, optimized clinical operations, and advanced quality-driven care delivery. He has recruited over 250 providers in all specialties including extensive work in primary care both in rural and urban centers.

    Dr. Lechner also served as the Vice President and Chief Medical Officer at Montana Blue Cross Blue Shield where his focus was on value-based care and population health integrating provider, payor and employer strategies, optimizing care, delivery outcomes, and collaborative relationships.

    Dr. Lechner’s leadership experience provides him with a unique understanding of both the clinical and business sides of healthcare. Drawing on this background, he transitioned into physician recruitment, where he applies a physician-led, relationship-driven approach to connecting healthcare organizations with exceptional medical talent. His ability to assess clinical fit, leadership potential, and organizational alignment in both urban and rural settings make him a trusted partner for both providers and healthcare systems.

I had the pleasure of working with Doug for just over five years. I would have stayed in Wyoming working under Doug's leadership if I had not pursued my own career path to becoming a rural health CEO like Doug. In fact, he was my inspiration to pursue this direction. I purposely emulate leadership behaviors that I had learned from him. For example, learning and knowing all staff by their names and a little something about them personally and/or about their families. Doug's uncanny ability to remember so many people and details is impressive. Just this one small but meaningful leadership act has been recognized by my new team here in Missouri. As I tour physician candidates through my hospital campus and as I acknowledge staff personally, this has influenced candidates to choose our hospital over others......a gift I learned from Doug.

In fact as I conduct my own physician recruitment activities, I think of Doug and his style of personally engaging with candidates and conducting pre-interview phone conversations with them. Doug would include me in many of these calls so I witnessed his ability to quickly put people at ease and engage them in free-flowing conversations which helped us evaluate an initial fit into our culture and the remote environment of Cody.

Doug is inclusive and utilizes his senior team as consultants and counsel for his decision making. He is humble and very open to new ideas, supportive of change and appreciates different opinions and perspectives.

I also had the privilege of serving through the Covid pandemic under Doug's leadership. This was uncharted territory and he handled it with courage, confidence, and grace even in the worst of times such as when we lost our own staff to Covid and when answers were needed but there was not a source of truth to get those answers. He led with grace under fire and with conviction to always place people first in making decisions.

I think it is his people-centered leadership style that I respect the most. Not always is healthcare led in a manner that doesn't put finances above the human aspect. I witnessed his people-centered approach in action when we had to do a reduction in force early in my time at Cody Regional Health. The thoughtfulness of how people were managed and treated respectfully and transparently during one of the most difficult times of their lives being impacted was admirable. In a very difficult time, Doug's leadership style and deeply held values around the importance of people was what got us through successfully and with staff appreciation even in light of termination of their positions.

I think you can tell that I admire Doug's leadership skills, style, and effectiveness. I do try to emulate his leadership because I believe that makes me a more effective leader for the hospitals I support.

Over the course of just a few short years John was able to recruit dozens of new physicians, enabling the organization to grow into a large, multi-specialty practice of over 50 providers. I am writing to express my support of John Solheim as a recruiter . I have been on the receiving end of John's recruiting skills as well as part of his team recruiting members of our executive team and recruiting physicians.

I met John in 2018 when he, as the Chief Executive Officer, recruited me to be his Chief Nursing Officer (CNO). He convinced me to take a CNO position in a hospital struggling to climb out of bankruptcy and kept me engaged throughout the months long process of interviewing at corporate headquarters and negotiating an employment package. He was laser-focus on making the hospital profitable and I wanted to be part of his team.

John led our hospital out of a $24 million dollar deficit to meeting the financial goal in less than two years. Part of John's strategy for driving our hospital out of bankruptcy was recruiting physicians to increase the patient census and increase the number of surgeries. John brought in two intensivists, a new hospitalist group, a neurosurgeon, and an emergency department physician to name a few. He demonstrated considerable skill at presenting the opportunity, understanding market salaries, addressing physician's needs and closing the deal. He comes across as honest, knowledgeable and fair, which is the reason he was so successful.

In summary, I have seen John succeed as a recruiter which resulted in turning a failing hospital into a hospital that exceeded budget expectations in only three years. Having John on your team is a recipe for success. I have no reservation about recommending him as a recruiter or a member of an executive team.

It was my privilege to work with John Solheim during his tenure as CEO at Cuyuna Regional Medical Center. I served as Chair of the District Board and observed him build a senior leadership team and expand our physician team and support staff.

Several of his leadership group are still at CRMC, including the current CEO and most were involved in a major construction project that was being undertaken. Many times the construction managers complimented them on their vision, decision making and ability to respond when quick decisions needed to be made due to unforeseen circumstances. Best leadership team ever assembled here!

John also recruited quality physicians from across the spectrum of health care including surgeons and specialty care. As a result we were able to expand our service lines and also gave us stability as they are all still in practice here and has made us the number one Critical Access Hospital in the nation.

Recruitment and retention is one of John's skills and his aptitude to hire quality people is one his strengths.
